ISO-8859-5 in UTF-8 konvertieren

Es geht um Folgendes:

Eine *.php Seite enthält als Meta-Tag ISO-8859-5. Dies soll der Apache so interpretieren, dass der UTF-8 Zeichensatz verwendet wird, um alle Zeichen korrekt darzustellen.

Hierzu wird in der php.ini der Eintrag mbstring verwendet. Nun finde ich dazu aber nirgendwo eine brauchbare Konfigurationsanleitung, damit das ISO-8859-5 in UTF-8 konvertiert wird.

Kann mir da jemand weiterhelfen? Bin ich komplett auf dem falschen Weg oder gibts dazu wirklich kaum was brauchbares? Oder hat jemand ne andere Idee?
