warum muss dbms_random extra installiert werden und ist nicht direkt dabei?

Das Package ist bei einer Standardinstallation per dbca dabei. Da musst Du nichts nachinstallieren. Der Satz This package should be installed as SYS. aus der Doku ist nur wichtig, wenn man sich manuell mit einer eigenen Zusammenstellung von Skripten eine Datenbank aufbaut.
