sind Soll-Konzept und Pflichtenheft zwei verschiedene Dinge oder wird das Pflichtenheft im Laufe der Soll-Konzeptentwicklung erstellt und ist integraler Bestandteil dessen?

Das Soll soll halt angeführt sein, weil sich darauf die Pflichten ergeben. Kann aber ruhig im selben Teil stehen - jedenfalls habe ich die Grenzen hier fließen gehalten und es hat sich keiner beklagt.
