ich weiss nicht, ob man für unterschiedliche benutzergruppen differenzieren kann, aber es geht über die managementkonsole:

ausführen-->mmc-->datei,snap-in hinzufügen-->gruppenrichtlinien (auf einer workstation). dort hast du dann verschiedene möglichkeiten, diverse menüpunkte auszublenden etc.

bei einem server müsste diese schon direkt verfügbar sein, bin mir aber nicht sicher.
