Diese Zeile gehört an die richtige Stelle in der jeweiligen PAM-Datei. Falls die User per ssh kommen ist's die sshd, falls per lokalem Login die Datei login. Weitere Infos findest Du auch in der Doku unter /usr/share/doc/packages/pam.

Die LDAP Struktur ist doch ok so - falls Sie Eure Situation gut genug abbildet.
