    Ist das bei Euch üblich, dass der Projektantrag bereits solch großen Umfang hat? Allein bei dieser Länge würde ich den Antrag ablehnen. Man beschreibt normalerweise nur kurz die derzeitige Situation und wie man das ändern wird. Danach kommt die Gliederung und fertig. Dein Antrag hat ja schon den Umfang einer halben Doku. Dein Problem wird wohl die Unterscheidung was genau das Projekt sein soll. Aber vielleicht ist auch nur die IHK bei Ihnen.... ;-)
