Eventuell denkt der Terminalserver, dass die Windows-Taste gedrückt ist - einfach mal eine oder zwei Sekunden die Windows-Taste halten, nach dem Loslassen sollte der das kapiert haben, dass die Taste nicht (mehr) gedrückt ist.

Windows + E öffnet doch den Explorer?

Schau mal mit dem Sysinternals Process Explorer welcher ParentProcess zu der Computerverwaltung gehört und poste mal ne Liste mit den laufenden Prozessen/Programmen.
