ich suche ein Programm um auf meinem V-Server User anzulegen und um Berechtigungen zu vergeben.

Die soll auf dem Server laufen!

Muss ich Apache haben?

Wenn ja is es ja kein Prob :)

Du kannst Benutzer als "root" anlegen und Apache ist ein Webserver der nicht mit Rootrechten läuft. Unter Debian kann mit "useradd" oder "adduser" Benutzer auf der Konsole anlegen.

Mir scheint aber, dass Du noch nicht viel mit Linux gearbeitet hast, darum die Bitte, bevor Du einen Server im INet betreibst, arbeite Dich zunächst auf einem Testrechner ein, der nicht frei verfügbar im INet steht.

erstell dir benutzer durch das Programm " Putty "

user add usw..
