Ich verstehe leider nicht ganz, woher ersichtlich ist, dass der fett gedruckte Bereich in der IP Adresse durch die Zeit festgelegt wird. Kann mir jemand auf die Sprünge helfen?

es wird nicht durch die Zeit festgelegt sondern durch die Abfolge der der Antworten auf den DNS Request

Die Antwort mit 4001:812 kommt einfach früher und ping wartet nicht bis alle Antworten eingetrudelt sind, sondern nimmt einfach die erste.
